City Attorney


The Office of the City Attorney

Pursuant to the City Charter, the City Attorney is the legal advisor to the City of High Springs, attends all City Commission meetings and performs such professional duties as may be required by law or by the Commission.  


The Law Firm of Folds and Walker was hired on October 9, 2012 to serve in the capacity of City Attorney.

Experience


S. Scott Walker is the managing partner of Folds & Walker, LLC.  His main area of practice is civil litigation emphasizing family law, commercial litigation, and land use litigation.  Mr. Walker also handles corporate formation/maintenance, business/asset purchases, probate, guardianships, and estate planning.  Mr. Walker also has experience in personal injury and medical malpractice cases.

Mr. Walker also serves as the City Attorney for the City of Newberry.  He has served the City of Newberry for as long as he has been admitted to the practice of law.  Even prior to serving as the City Attorney, Mr. Walker became familiar with the needs of the City by working under the direction of the City’s prior attorney, his longtime mentor and partner, Allison E. Folds, Esquire.  Mr. Walker also has served as the President of the Eighth Judicial Circuit Young Lawyers Division.

Mr. Walker is admitted to practice in Florida (1984), U.S. Court of Appeals, Eleventh Circuit, U.S. District Court for the Middle District of Florida, U.S. District Court for the Northern District of Florida (1987), and the U.S. Supreme Court (2003).

The City Attorney duties include: attending City Commission meetings, Plan Board meetings and Code Enforcement Board meetings; reviewing City contracts; consulting with the City Manager and City staff regarding legal issues involving the City; preparing and reviewing various resolutions and ordinances to be considered by the City Commission; coordinating services of additional contract attorneys in specialized areas of law that may be retained by the City; meeting with citizens referred to the City Attorney by City staff; and conducting periodic training of board members and other staff. He also performs such other legal work as may be requested by the City Commission.
